.- it’s fairly common for foreigners to pay the IRS by check as it’s notoriously difficult for them to open US bank accounts after the patriot act regulations.

Do your due diligence on the insurance company, and be sure to have an attorney or someone with experience review the rental/lease contract to be sure you're protecting yourself, but this is fairly common to see.

Not sure if its common in the use you have on the land, but is there a play to ground lease in some way with the spare land?

It's the common AOA Rental Lease Agreement form from the previous owner. 

The issue with hoarders is damage to the property- hoarding can lead to pest issue, moisture issues and other issue that physically damage the property over time and can lead to big $$ repairs. 

I'm not sure if that is common but it sounds like the developers would not take any profit until the investors hit that mark.

I believe they are more common in typical vacation spots like Kissimmee, Orlando, etc.
