Purchasing house needing wall anchors

Hi I am looking at a property in beaver county, and there is a bowing wall. I I was told that it can be fixed with wall anchors.  I’m a bit wary, is this a good fix or is it merely a band aid? Does it lessen the value of the property? I don’t want to get myself into any real structural issues. Thanks
