If you've been eyeing a deal (specifically on MLS) that has already been on market over 7 days, good listing agents know their chances to find a buyer after July 4th drop significantly.

My humble opinion is that the retail buyers are afraid of the next flood and the investor isn't able to make the numbers work.

But the hardest thing to do is sell to an end buyer/occupant, even at a fat discount, when there are still updates to be made -- hell, you are an RE agent, I don't need to tell you.So maybe find a local rehabber that has some crews he needs to put to work for 3-4 weeks and price it out. 

Other investment (non real estate) opportunities look more attractive as time goes on. 

If not, you can move forward and elect to not renew the lease.As far as offering financing to an end buyer...do you own this property free-and-clear?
