So according to him:the property isn't under foreclosurehe's not sure how much is left on the mortgagehe says there are no liens or environmental issues with the propertyhe says he will help with 25% of the demo costhe says he does not know the bank that's holding the mortgage, probably National City Bank and gave me a 10 digit number.he says I can come over and make a copy of all the paperwork he has on the propertyThis situation has a lot of moving pieces and time will have to be dedicated to this.

When I've bought properties with delinquent tenants I send them an introduction letter that outlines the amount due and gives them two options: 1) vacate the house on or before a certain date, remove all their belongings, and clean the home and in return I'll waive the current amount owed - basically debt for keys. 2) they stay and sign a repayment agreement that my attorney gets signed by a judge.

In that case, you might try sending out a letter to all tenants stating that you have not located the problem and if the problem persists you will have to "address the unusual water expenses" if someone has moved a bunch of people in, then another tenant will probably rat them out so that their own rent doesn't increase-- if not then you could submeter and find out where the additional usage is.
