You are most likely going to need the signature of the imprisoned for either so keep it simple and her as the intermediary, many prisoners get internet time so a quick DocuSign session might be helpful if this is the case.

If you're considering it an "amenity", it is fairly cheap for the tenant to get internet themselves and I doubt it would make or break a decision to renew.  

Also providing a little "business center" with internet, printer, etc...
