That's not really available in most of North or Central Jersey right now.

I am in north Orange County in SoCal.

I have short term rentals in North Myrtle Beach and though I don’t have section 8 there I’ve had dozens in my apartments here in Burlington, Vt.It’s just more management intensive.  

Around Bremerton, you have Port Orchard and Silverdale and then up north, Poulsbo, Kingston, and Hansville.

Location of storage units (If most units are on the South side of town and most people are on the North, safe), available zoned ground at reasonable prices and size (2 acres or more), C.
