as far as the "next" location i vote the west coast but more the Oregon Washington areas rather than Calf.  

Have found your town and most points east to be rather expensive, but have turned up a couple value pockets to the south and west of Worcester where I'm happy to own properties. 

I'm looking anywhere from Bedford out to I-35 west, and the price is definitely reflective of the ISD in terms of $/square ft.

If you're looking to buy and hold and you're going to do it from across the country, why wouldn't you look at locations in the mid-west that are "easier" to come by that get better returns?  

I am currently purchasing properties in Indy and in South-west Ohio and am now looking to expand toward a market closer to home. 

Any suggestions as to which banks to approach for this.Secondly, does anyone have any suggestions for an Insurance company who cover older buildings in West Seattle markets.Thanks for any pointers & suggestions,Joseph

Most locals on the east coast have the water bill connected directly to the property, though I'm not sure about the county of the subject property that you're looking into.
