If most owner occupied borrowers are balking, slimming the pool of buyers, and condo financing is tough because of occupancy ratio, then you would hoping your getting this under value of similar size units in the area.

Several years ago we had a fellow Landlord spend $100k in legal fees defending a LB suit. 

It can also lead to abuse by tenants and neglect of properties by landlords, as there's no incentive to improve housing.If anyone doesn't know yet there's a major push for rent controls in cities across California and even at the state level (AB1506 trying to spread it to SFRs and condominiums). 

Or do many landlords not put the effort in to bring their properties up to market rate?

Banks call loans back at a higher rate than landlords get sued.

One thing we do often, is CALL the previous or 2nd past landlord/manager. 

My landlord policies for the 6 currently total $7,363/year.

We did have an open window during a heavy rain storm & the water, although pooled on the flooring for several hours, has yet to cause any buckling etc.
