We often require prospects to apply before they can see a property - yes, we lose some qualified prospects, but we win bigger via weeding out unqualified time-wasters.We charge a $25 app fee which only covers our hard costs for screening report, so no refund issues.Can't see how the 2nd fee would go over well, unless you are in a super hot market.

On top of it, my target market would be starters/couples, and in the good neighborhoods they can only afford an apartment below the regulated threshold.... (1500 eur or so, which gets you a 65m2 apartment I'm the hot rental market).Den Haag seems indeed more attractive than in 2009 when we bought our place there.
