I have spent a lot of time so far researching the internet (google, youtube, craigslist, and facebook) and putting together a list of names and phone numbers.At this point I can't envisage picking up the phone and starting the conversation. 

@Samuel Pawlitzki  you should check out the Property radar app. the time savings alone unless you value your personal time at next to zero is worth the price of it.. plus there is so much more than just the NOD's etc.. its google maps NODS and much more all in one app.I have been at this 40 some years and I am not easily impressed.. but this is over the top for anyone who would even consider chasing these things..

I believe that you can use the same contracts that real estate agents use which is a standard purchase and sale agreement by using Google and searching for "texas real estate agent purchase and sale agreement form" without quotes you will probably need either a real estate agent's help or an attorney's.

I have googled this question, but mostly I just get sent to sites that try to get me to sign up for membership.

As like a lot of other investors it started with idea of RE to be a good vehicle to invest in, not having any source of info obviously googled for "REI forums" and guess what? 

I can rank any website 1 on google.

If not in Ohio is there any that people have had success with, currently having a hard time even coming across one on Google or BiggerPockets 

Taking part of forums like this is a good start, but interviewing them on the phone and doing simple google searches will tell you a lot.

If they have permits or you can find info about the topic on google news..... beware.
