I cannot speak with the legal expertise the same as a CPA, but from the way my brain sees a W-9 form is the W-9 form is only for businesses' benefit e.g. for the landlord's benefit when the landlord does his taxes he furnishes the IRS with W-9 forms so these W-9 forms tell the IRS to go after the company who signed those W-9 forms and the landlord is relieved from paying income tax on the money the landlord paid to the company that signed the W-9 form.Sorry, that was a confusing tongue-twister.

You're going to tick off a lot of people if you just focus on buying their time and try avoid paying for their expertise!

If there are no visible signs of smoking (ash tray, etc) do I have to prove they smoked recently/how do I prove it if I want to evict/tell them to leave?

I would always bring the expertise/contacts/licenses/Etc and the other guy would bring the money. 50/50 split.
