This simply means all the buyers fees, costs, and cash to close are on one HUD statement, and the seller's costs, fees, monies received, etc. are on a separate HUD closing statement, such that neither party sees the other party's side, also referred to as a Blind HUD's.

Renters are solid, one 8 year, one three year, one very good Section 8, and a new (14 months ago) that has done well so far.One thing that separates my 4 from the others around it, aside from the fact that it's the most well built and kept up 4-unit in the area, is that it has a full basement, split down the middle, 1000 sf on each side, with 20 year old complete plans to build out two more apartments.

As to unfinished projects, still building, ensure the other phases are under separate assessments and if not consider contingent liabilities as to contracts and projected debt coverage, lease up or sales of at least 2 years, look closely to the market demand and scope of project.

The owner cannot be his own tenant under rent control, so you can charge him market rent on a new lease (and have no obligation to take him as tenant), unless you have a separate contractual obligation.Or was the owner not living in the unit, but just charging a tenant (who is not the owner) a certain amount of rent?

Electric is already separate for each unit, so in that case each tenant would be responsible for their own electric heat bill.The whole house is about 2400sqft, there are two 2-bedroom units and one 1-bedroom unit.
