You call city police and city code enforcement.. and report the issue and take photo's of what's going on..if you can..Yes contact police, the person is basically a vagrant and your a tax payer.. 

No... probably drawing a lot from just two photos, but that doesn't strike me as a "beautiful" remodel.

I would post on door take photos of posting of non-renewal and if you did notice to enter the same.. 24 hrs is usually for regular service.. 

A dishwasher is a big selling PLUS,, Also I saw photo of your listing post and DON't do Wallpaper,, not tenant friendly and the burgundy floral print would have been enough for me to walk, it dates the unit, and NOT a selling point,,  just saying it's easy to put up but hard to take down 

It's much worse than photos online.
