Apartment renovation: Dishwasher or no diswasher?

Hi, we purchased a 4 unit (all 2 bed 1 bath) on riverfront here in Harrisburg, PA that we are trying to improve into more luxury type apartments, one unit was already renovated really nicely (long story) and is up for rent (previous post: What am I doing wrong in Harrisburg). A second unit has recently become vacant and we are doing a complete renovation including a brand new kitchen. 

My question is: should I go to the extra expense (up to $,1000) of moving the water/drain lines to include a dishwasher? It's a small kitchen and cabinet space is at a premium, so which is more important cabinet space or dishwasher? Also, since most likely only one or two people will be living there is a dishwasher really important from your experience? Thanks to all that can help!

@Charlie MacPherson is right, you can't be a luxury unit without a dishwasher. I had house without a dishwasher in college and it wasn't a pleasant experience. If you're making the place nice, it's a necessity
