You do not need a license in most place in FL :) Some local areas require registration which is mostly rubber stamp.

Some locations landlords typically pay, some locations the tenants pay.I don't expect that a settlement to stop advertising commissions in the MLS will have an impact on leases, or sales for that matter.

Section 8 can be very profitable if you know what you're doing.I strongly recommend getting some training on section 8 policy in your area - like @Deb S. says, contact your local housing authority for workshops & training on how to work with them.
