If you don't want an inspection period, most sellers won't care that you didn't see the house. There may be some exceptions for those REO sellers who insert automatic inspection periods in their addendum, but generally speaking, if you offer list price, 20% EMD and no inspection period (no contingencies in general), you shouldn't have any issues with the seller.

We are not looking to get rich quick our goal is to shift some of our savings into real estate investment, and from what we've discussed at this point we are looking to purchase and put a little bit of work into a property and follow the buy & hold/land lording method and eventually repeat this process to obtain multiple properties which we will maintenance and keep up with on a regular basis, years down the road we would not be opposed to selling these properties, we would like to re-invest whatever return we see in the near future into current or future real-estate investments.

So now I have the house , do the code violations get served to me as the new owners, or do they usually automatically start racking up fines daily to me from the day of closing?

And I'll add that in some areas, the MLS is set up to allow for automatic mailing of active listings only, so sending expireds (they aren't active) might not be able to be set on automatic; so that might require the agent working for you to actually be active in doing the work (not as passive as the automatic mailings).

Make sure you are clear on your minimum net yield AND/OR discount ot market so you don't get caught again. For example if you set a minimum of 13% net yield and 20% discount to market then you know you have a 90% chance of shifting it before closing.
