Being Taken seriously on MULTIPLE offers? (REO,SS)

Ive noticed a lot of posts that say listing agents on REO's and Short Sales wont take your offer serious if you havent even seen the house, even if you send them listing price, no contigency, and 20% EMD. But I hear from a lot of "successful" investors that you need to be making offers daily, you know "play the numbers game", and not see the house until an offer has been accepted..... Can this even work these dayS?!, I tries making a couple offers one on a foreclosure, the other a short sale that I had not seen, and the agents were very troubled by this, my offers were rejected by the way.... So, are we in a market where we got to view every house out there? (it would seem the sensible thing to do if your strategy is offering with no inspection contigency)
