Tenant maintenance includes changing the HVAC system filters, batteries, trash cans, electric light bulbs, fuses, resetting circuit breakers, cleaning of appliances, as well as window air conditioning units, humidifiers, and de-humidifiers, or any other services not specifically listed as supplied in this Lease Agreement at Tenant’s expense.

The number of units also factors into the equation.

As an agent I always tell this to my investor clients who are looking to sell:If it is a single family home - you are better off selling it vacant with fresh paintIf it is a duplex/triplex/quad - leaving one unit vacant and "rent-ready" can be beneficial. 

I re-zoned the property successfully, have full construction drawings and are nearing permit for 8 apartment units.

If tenant doesn't pick them up, then I auction the storage unit off.

The building has the following addressing scheme for the units: '123 Main St.

They really should be able to terminate even faster since they haven't onboarded or done anything yet (maybe a background check at most)You are the owner of the unit - so yes you can refuse to sign or approve any tenant generally (unless your contract specifies otherwise which would be incredibly odd - my PM runs potential tenants by me first)
