There are some free sources you can look at, such as City-Data.com and CLRSearch.com as well as many others and some better ones that cost money.

Of course you  need to understand the source when you get something from the tenant.

I've read numerous posts about list sources and software all claiming to offer great information, almost all responses to these posts say nothing is accurate or offers any real opportunities, does anything really help find these types of properties??

I would prefer a company located in the US, and with English native-language employees, simply because I've heard so much negative feedback from colleagues and friends about companies using non-US-sourced companies.  

Any additional due diligence you and/or your agent could do to qualify the buyers may help ... what is(are) the source(s) of funds?

If you are looking for performing notes, PPR Note Co has them, if you are looking for non-performing notes you have to network and figure out who has the sources of them.
