I've been having a ton of fun learning and getting involved with investing and landlording.Initially my goal was to invest in the city of Chicago but I felt that not only were the startup cost very high, but the heavy regulation felt intimidating to me.

Another infrastructure situation to be aware of would be to see what the well is currently producing to see how many additional wells you would need, there are regulations regarding the well yield and how many homes can be serviced.  

If so, the spaces I'm looking at are unoccupied and due to the rents fall outside of the rental rate increase regulations - from my understanding. 

I can't find what regulations there are to build out a kitchen in a basement though.Been lurking here long enough and am excited to start out on this journey and hopefully meet other FIRE and REI-minded folks. 

I have heard some areas have zoning regulations about the number of unrelated people in one house, but I am having a hard time finding information for Sacramento county.

States definitely have different laws and regulations for loans and licensing.
