But I live in Aspen, CO so there are a lot of extensive remodeling projects around here where super fancy materials are left over- we bought 1000 sq ft flooring for $600, a Samsung stainless frig for $350, stainless like new dishwasher for $125; over the years we've gotten new bathroom fixtures & lighting, etc.

Depends on what this person actually does,, our turns were 24 hour turns out at noon in at noon next day.. we gave caretakers like 135.00 for 1 br,, 150 for 2br and studio was 100. we had painter separate, carpet cleaner separate, and maintenance guy was separate.. we had 120 unit complex and my caretakers were anxious to get any turn they could.. so between 2 or 3 of them we could do 10 to 12 turns a month.. we supplied all the cleaning supplies. they did stoves, refrigerators, all windows, tubs, sinks, all light fixtures, and washed hard surface floors in kit , bath. 3 to 4 days is WOW  cheaper to hire merry maids.. and get it done quicker..Get some additonal people lined up to help and set the pace.. and rate.. if this person can't get it done faster then you need someone else to do turns and maybe this guy can do something else more productive.. 

Buy some frosted matching overhead lights for $150 for the whole thing or pay $300 per fixture for unique lights.Please share your thoughts and experience!

If it is not separately metered then you can implement a RUBS (basically splitting the bill based on usage of each unit due to occupancy, size and fixtures).

Note we are Builders with good discounts for fixtures, hardwood, tile, Cabinets etc.

One rental I had melted crayons in the light fixtures in the ceiling and in the duct work and they removed the wall paper. 

I'd LOVE to hear what very specific fixtures people use in their rentals that they swear by in terms of efficiency, usefulness and longevity in their rentals.  

New roof, carpeting, painting, sinks, lighting fixtures.

Or they might not have ladder to reach tall light fixtures.
