This is similar to taking the market's temperature by looking at magazine headlines, telemarketing calls, guru sales programs, and the like. 

I guess what I am trying to say is that just because work on the property appears to be "done" it doesn't guarantee that it was done correctly or is safe.

@Stephen R.It doesn't appear from your description that what you wish to do will be doable in order for you to be in compliance with the IRA. 

The other side of that equation is that there are a few quality companies operating in what appear to be subpar long-term investment cities. 

I don’t wholesale personally as I think it has a terrible ROI but if you are inclined to seek out distressed properties, the only real scalable option are FB advertising as Account Closed suggested or direct mail with an well organized, scripted telephone program.  

After the foreclosure was rescinded the deed appears that it was conveyed back to the original owners instead of myself but I never conveyed it back to anyone.

We also have a process that we're putting these buyers through which educates them as to how the program works before we will even consider them to view the home. 

However, Zillow is led by very forward thinking individuals, and I wonder if they are hedging their bets against the uncertain future of real estate agents by piloting their "Instant Offers" program.

Remember - FHA and VA are government programs, so they are more about fostering home ownership than investment.
