Derekthe best way to confirm pricing is to get individual quotes for the big ticket items, hvac and plumbing you could possible have all the work be done by 1 mechanical contractor, and roofing, drywall, electrical get at least 2 quotes for each and consider contracting with them yourself and not thru your gc, elimanting markup upon markup. and for the leveling of the concrete are you also excavateing so that you will meet mininum code for ceiling height?

Couple of broken items here or there and maybe a couple of walls that need to be repainted and some touchup.Bhe ones that leave the place needing a good cleaning are the ones that didn't pay the last month's rent and are "using" the security deposit to cover it.

So if the sales price is $30,000 (assuming no appraisal), the most the sellers can contribute to help you at closing is 2% of that, or $600.Just a side note, seller concessions are applied to prepaids first, then closing costs and other items.

I have a guy now calling about a bulk sale, asking us to write contracts but he never provides the entire item list we ask for, close to it like 10 out of 11 pages executed, but never quite 100%.

After about 10 of them, I started to realize that the only value the inspector brought was when he could assess the expensive items that I couldn't assess (roof, foundation, old electrical, etc).
