The only people it seems to scare away are younger roommates or people who don't plan to stay more than a year.

People take on roommates, live with extended family or roommates longer than they would in other parts of the US, live in neighborhoods they wouldn't have considered years ago. 

Do we truly expect a 22 year old to maintain 2 apartments when she or he can comfortably live with roommates in the great city.

Let alone telling him how to run rentals when he owns quite a few and has for quite a while, while they're living with room mates in a property I could buy paid in full.

I actually feel that Seattle has a better ability to house hack than outside the city because of this new rule change coupled with the high rents and the large number of people looking/willing to have roommates.

Unsure why you would want to outsource finding of roommates to a property manager and pay a fee when you are doing the work anyway!

Maybe make a list of all the different ways to get started in real estate wholesaling, flip, buy and hold, house hack, etc.Now eliminate what doesn't make sense, for example house hacking is an excellent way to get started but if you are straight up unwilling to live with a roommate or neighbor/tenant then cross that off.Myself I can eliminate wholesaling because I work two W-2 jobs and I don't have the time to chase leads and if I'm making any phone calls its at 2 a.m. on my lunch break (nightshift) which I'm sure would not go over well with most people.
