Should I build a plan with goals that I feel are solid and then solicit all the team members I will need and then start actually implementing the plan and going after properties? 

I am sure they never promised a specific return, only a target based on their plan at the time.  

I know it's a good idea to target to absentee owner but do you target just out of state absentee owners or just any one who mailing address is different from the property address?
