Driving for dollars

I have questions for people who have done driving for dollar. Once you found distress properties and identfy owners name and address to mail letters, how do you figure out who to direct mail to?  I know it's a good idea to target to absentee owner but do you target just out of state absentee owners or just any one who mailing address is different from the property address? 

Also is it a good idea to market to owners who are behind on taxes  who currently have the same mailing address ? What would be a good range for people behind on taxes for the  least to highest amount that I should mail to? (Philadelphia market) Are there anything else I should be looking at  to find  about properties to target?

Also  when driving for dollars is it a good idea to mail weekly or a large quantity at once ?

Also for the follow months do I send out a new batch of letters plus  the batch I sent to follow up or I just only keep sending to the same people just following up?

As a wholesaler, we fish with large nets and try to get as many owners, addresses, and properties as possible. House flippers, on the other hand, fish with a rod and reel, picking out select properties. That being said, i would target as many people as I can. Given the statistics of landing just one deal, I'd rather have many people to market to in order to up my chances of landing a deal.

As far as the subsequent months, keep mailing until you land the deal or they ask you to stop mailing them. 

I personally wouldn't deal with anyone with back taxes, but if the numbers work, then a deal is a deal. I market myself as someone who can help a seller out of a crappy situation. With that attitude (an honest want to help someone, not just something i say to feel good about myself) i feel as though i SHOULD be marketing to owners with back taxes. What i just said sounds contradictory to me, but im also in the beginning stages of marketing and wholesaling. I want to master one aspect before starting a new angle.
