No you are buying a functioning (maybe) business.  

There's no easy way other than to lawyer up and/or take them to small claims court for fraud. 

My advise, make sure that the original outlet is both properly secured and functioning before using these.

Ask what you want, their ability to answer in a way that is useful and meaningful to you will speak for itself.If you want to "pre-vet," there's only one major online review platform that has no "pay to play" function.

You want it to look nice and be functional.

Then you'd need to pursue a court action to compel them to comply either through eviction for the lease violation (failure to provide access), or a specific court order awarding access which then the police will enforce since they have a court order.

Also remember some states are non judicial and some are judicial so some are done by trustees and others by sheriff or court.
