The Section 8 Bible guys wrote that what they do if the Section 8 office denies the increase (which they try to keep at 2% or so to be reasonable) is to tell the tenant they aren't renewing because the Section 8 office won't increase the rent -- if the tenant doesn't like it they can complain to their case worker.
