how can I request an increase in rent from Section 8

I have a tenant who just hit the end of her first year lease with me.
She is on Section 8. We currently pay her trash and water.

She's a good tenant that I'd like to keep.

My local housing authority just adjusted their fair market rates and I'd like to take advantage of the higher rates.

1. How do I request more rent from Sec. 8

2. Is what they reply with concrete?

I really don't want to raise the tenant paid portion so if they come back with them paying the same and the tenant paying more can I somehow recind my request?

The Section 8 Bible guys wrote that what they do if the Section 8 office denies the increase (which they try to keep at 2% or so to be reasonable) is to tell the tenant they aren't renewing because the Section 8 office won't increase the rent -- if the tenant doesn't like it they can complain to their case worker. The case worker suddenly finds the extra money. Not sure if this strategy works everywhere.
