Mike, when i had my interview with the state of Oregon regulator.. they don't buy the equitable interest theory.. if the business model is to habitually to tie up contracts with no ability or intention to close. to advertise the homes on a website blast e mails etc exactly how a broker would.. same with double closes their stance is your still advertising a home you dont own.. so for this state its either get a license or close on them..
