If you served in the Military and joined in Texas, or had Texas as your home of record when you joined then you will be eligible for the Hazlewood act- which basically is 4 more years of free tuition to any public school in Texas on top of the 36 months that you will already get from your post 9/11 bill.

The danger of posting in a public forum is that you will get lots of opinions but not always informed, accurate and useful responses.I agree with @Jay Hinrichs.The primary issue at hand is that you need a seller who has capacity, power and authority to pass marketable title to you.
