Question on vacant property

Hey all. There's a vacant property near my home that I am just about convinced will make a good fix and flip - I mean a REALLY good fix and flip. Also, it's not in the greatest shape. Not falling down, but it could use some TLC. Trouble is, the property's empty, and has been for a long time. I looked up the tax records, and the property is up to date on taxes, and I found the owner's name, but she lives in a different state now. So...I'm kind of stuck. I'd like to see about moving on this property, but there's no for sale sign in the yard, and it's not listed on any of the real estate sites I have access to. Considering how long it's been vacant, it should even be showing up on Zillow, if it was for sale. So. How do I move forward. I think this would be a great opportunity, but I don't know where to go from here. Advice?

Is the owners name and address on the tax records? Write to them or do a reverse look up and get their phone number, then call.

Worst they can say is no (or colorful variations thereof)!! :-)
