I know I don't need a website, but how helpful would it be too have one so that I can put a brand on the Yellow Letter or Postcard and include my website address on my mailers so it looks and feels more legit and personal?

Check with your building department because maybe it is legit especially if the box is tight and you can't stick your fingers in it.

The downtown area near the casino, falls is located in one of the most scenic areas in US, but almost a ghetto.

I would be worried about repairs and how legit they might be.

I personally was out there gathering information and documents regarding raw Oceanfront property (with permits in place for Hotel Casino and Resort), Acreage for agriculture development (Puerto Rico is blessed with very Fertile Soil), some shopping centers in urban areas and 2 private islands that a broker wants me to help him market here in the States.

As much as I like buy and hold, if you can get this for 40K off asking, I might have a contractor bid converting it to a proper fourplex (permits, all legit). 

They're approved with Fannie Mae, so it's legit. 

Im pretty familiar about how the process works just want to get some input on where people stumble in the beginning whether it be the contract being wrong or how do we verify if a cash buyer is legit.

I have no clue about them, but if they are offering a "system" and guaranteeing they can get you that much money, my guess is they are not legit.
