I work as a Database programmer/Business Intelligence guy for a day job, but I am hoping to make the move to full time REI over time.  

Unfortunately, local administrators of the program can vary greatly in how well they serve their clients and vendors.Since you have a signed contract with the housing authority, that should be binding.

I file my own US and Canadian taxes, and do not engage an accountant, so my administration costs are low if you don’t count my own pain and anguish.  :-). 

That's pretty normal especially if it in GTAHal:Any administration, legal or processing fees are typically taken out of the disbursement ... unless this is a new thing in the Big Smoke. 

Conversely, I find it odd that I still seem to be the only person who has even attempted to offer some opinion on the original question asked by buyselllv and I am the one who is being repeatedly chastised by the site administrator.
