Conservative LTV first trust deeds are currently paying over 9%  and generate good cash flow when buying doesn’t make sense.

Just build it into the job and don't make a big deal out of it. 

$20K won't do much, but you might find a local, experienced investor that you trust to join forces with.

If you don't have the cash or equity for that, you could possibly do a cash out refi on the property now, using the proceeds to do the build.
