While I cannot speak to commercial construction specifically, at least in the residential world it is far cheaper to do significant renovations to a badly damaged property than it is to build new in Colorado Springs.

A certified residential appraiser can legally appraise a building with up to four dwelling units, regardless of the value of the property or its complexity.

If a house is in great shape depending on how you're buying it (your name or a business name) I don't think you'd have issues getting traditional financing for it be it a residential or a commercial loan depending on your end goals.   

Apartment REITS and mREITs that hold residential MBS can get cash flow squeezed quickly and default on their own loans?
