Price point will determine where you can buy, and once you know that you'll be able to pick a few areas and really get to know them intimately.

New lender will need to document some net tangible benefit to your rate/term refinance... so your parents can charge you 1% interest only for example and hook you up, but throw a 36 month balloon payment on it (or some other dire consequence if it's not paid off by some point in time) so your new lender can check that box.

Additionally, trying to use cap rate to help aid in the estimation is fruitless since I will run into the same problem trying to estimate what the cap rate would be at that point in time.
