Tampa is always on the top growth spots, but for some of the reasons of Miami (land locked, hurricane prone, flood prone, high insurance etc)Smaller markets you may want to consider in Central Florida would be Lakeland/Haines City, Eustis, Sorrento, Groveland, Ocala, Clermont are just a few areas that you may want to explore.

Banks are typically quite flexible with shorter lengths of time (I have managed to get a commercial loan with a 7-year amortization without a balloon or a rate reset, but these loans are rare and quite painful as the payments are high).
