Talk to them about your situation.If the asbestos is "under the carpet" it is probably vinyl tile underneath the carpet contains asbestos or the mastic used to stick the vinyl tile down has asbestos. 

I also committed to fixing the sidewalk and external repairs to make the street look just that little bit better, as well as not requiring any major modifications to the building - paint, flooring, tile, etc.

Skip the carpet for laminate, vinyl, tile, hardwood.

Order say you tile all at once when needed, or all your plumbing fixtures at once.

I would say go off white with a wood or tile accent wall in the main room and master bedroom.
