You will need to be able to do this to buy property, but also with your longer term relationships like with contractors, tradesmen, banks, insurance agents, and tenants if you become a landlord. 

Made a relationship with a broker that works with a bank and has REO’s.

If your tenant calls the cops on the neighbors have them get a copy of the police report each and every time so you can submit that to the HOA as well.In the event your tenant moves out, that would be a good time to take the neighbors to court - personally I would take them to small claims so you can skip having to pay a lawyer - all you'd need is proof as well as proving your tenant moved out due to the noise (the tenant would likely show as a witness if you had a good landlord-tenant relationship with them/let them out of their lease).  

I've been working with a title company, but should probably still find a good attorney who understands this and just setup a relationship with him.

The O&E report is a way to double check your work.If you have a good relationship with a title rep, maybe you could do even better and have them run a preliminary title report for you for free.I bet that there's a good chance that the sale is going to get postponed.

When you share a wall I'm sure you have legal rights - although you never want to start a new relationship citing a law or threatening that sort of action.
