We have the standard state contract in PDF form and we have a copy of the Adobe software that allows us to edit the PDF document.We created a template that has all the standard information for every offer we make (earnest money amount, various boxes that need to be checked, closing attorney info, special stipulations, due diligence period, etc).

you can do this instead of having the inspection as a contingency.Either way I would suggest that the water in the basement shouldnt be left as is, and is likely a repair in 5 digit numbers at least,  Im guessing you wont have the reserves set out for that large repair off the start since you dont have 20% or 25% down
