Illegal Dumping! What do do?

I placed a dumpster outside project. I had it secured with tarp and bungee cords.  Folks still illegally dumped a ton of wood and crap there last night on top of the tarp!!  The dumpster is located next to a row house in Baltimore.  What should I do?  I don't want to get fined, but also don't want to pay for other's trash.

Might want to set up a camera facing directly at the dumpster to catch anyone along with their license plate. Put a clear sign of you are being video recorded near the dumpster. You can at least past the info to police for illegal dumping with your video evidence.
