I would to to fill/repair with some kind of epoxy that roughly matches color in large part to strengthen those cracks and prevent them from worsening and then cover the center of the stairs with a carpeted runner.

I have also, in some rare situations, let a tenant out of a lease without penalty, such as a job loss, or moving out of state, things like that.I had a few applicants who wanted to repaint to a different color, I said fine, but can't be a DIY job, it must be someone professional I hired, a color we both agree on, and the tenant pays for it.
