It has to be tackled with a JV as you are escrowing a big amount to make the purchase in bulk from the note seller.Some of the big guys (and individuals) have cracked the code to put the JV deals together but they would not reveal it 🙂 (barriers to entry)

I have been told that it can not be rented out but I did read in the code for the zoning  specifically for accessory dwelling units that I could have an employee, caretaker for watchmen live there.

Both are a violation of the city codes/laws so I feel there's not much I can do to stop the tenant from calling and complaining.Starting over from scratch seems like a great idea lol looking into it...
