Anyone out there have conversion rates for a driving for dollars strategy in the SF Bay Area?

I have my own goals to someday buy a house here in the Bay Area, rent that house to pay it off, sell the house and use those proceeds for a down payment on a selfsy but that can take YEARS from now and I want to be successful NOW!

SF proper is basically a pure "appreciation is king" area.Areas in the "Greater" Bay Area are a little more balanced.

Right now I work as a full time registered nurse in the SF Bay Area.

Then after that the highest concentrations are found in NY, then Boston, then the Bay area.....and the median incomes of those people are not nearly as high as someone would expect. 

As a veteran, it's been my understanding that the max you can use for a VA Loan is about $729,000 or so even on a four-plex and even then it has to be in a hyperexpensive market like where I am in the Bay Area?
