It may be outright illegal, or you might not meet some other zoning rule including setbacks, off street parking, or even having to upgrade water and sewer lines as well as utilities for the bigger loads.

For me a waste of time is more a factor of making nothing than spending nothing. keep in mind the actual profit also accounts for the cost of money borrowed, making the amount borrowed immaterial assuming all calculations are correct. the only other factor is time, which may or may not be correlated with costs of the project.
