I am just baffled how an Island with an average income of 19K has a sales tax of 11% when the state of CT which is one of the richest in the US has a sales tax of 6%.

In looking up the tax records it appears to have been bought on a short sale back in 2013 for $85,000 and the owner took out a mortgage of $63,000.
