Looking to resurrect communities in PR

Good day all,

I trust all is well,

I was born in Ponce PR and grew up in Hartford CT. I moved to N Miami beach in '06 and travel to PR once a year.  On my last visit I felt a sense of urgency to try and help the island recover in someway but I believe this is deeper than most of us know. The elderly are being left to fend for themselves and when they pass away the properties go abandoned since many of their children who moved back to the mainland do not plan to ever move back.   I am just baffled how an Island with an average income of 19K has a sales tax of 11% when the state of CT which is one of the richest in the US has a sales tax of 6%.  (I guess that debt has to be paid off by someone)

I would love to fix up some of the abandoned communities and convert many to gated communities I just have to do more research and analysis on the economy/recovery.
