Obviously won't be exact as you can't tell their interest rate, if they've refi'd, equity loan, etc. but it's a starting point.

If you have to, you'd need to look at the tax difference as a present valuation much like a financial premium and deduct the value from the comp.Most likely, you don't have the right comps.If you're asking will the difference effect the market, obviously, you need to look at market trends of the subject area and evaluate the property in that market, not to a neighboring jurisdiction. :)
