I have numerous questions as to the first few steps to getting this new venture off the ground flawlessly.

Focus on the property and not the fact that you have no experience, no money, bad health, bad credit, and can't pass a test.Those would tend to scare away partners and lenders.

However, my tenant is claiming they called CO Health Dept and was told (apparently) that the law requires this house be tested because it was built before 1981 and there was work done by other people on the house (in 2012).
